A public lecture on leadership by Victor Neustetter, the Management Coordinator & Leadership Expert in the Executive Office at WienIT (Wiener Stadtwerke).

Public sector institutions are under fire, caught in a global polycrisis and forced into deep reform. Traditional leadership is failing the test, leaving organisations short on empathy, performance management, and basic business acumen. It is time for a radical shift. In this lecature, Victor Neustetter shares real-world battlefield reflections and presents four practical, anti-consultant leadership principles that he is actively rolling out:

  • Lead with Questions: Shift from giving answers to building inquiry.

  • Weaponise Trust: Turn abstract trust into a functional, everyday tool.

  • Push the Power Down: Restructure clarity to let front-line teams make the call.

  • Radical Creativity: Cultivate an opportunistic mindset to find wins in chaos.

Victor Neustetter is the Management Coordinator & Leadership Expert in the Executive Office at WienIT (Wiener Stadtwerke). His mandate is to reduce organizational complexity, clarify decision paths, ensure follow‑through, and strengthen executive communication and leadership capability. Previously, he served as a Senior Change & Adoption Manager, contributing to post‑merger integrations and advised the C‑suite on restructuring and governance. Earlier, he built and led the digital communications unit for the Government of Lower Austria and contributed to Austria’s national crisis‑communication framework in the Interior Ministry. His project experience spans the Austrian Parliament and international engagements with UNICEF (DR Congo), NAMPOWER (Namibia), HATCH (South Africa), and Emirates (Dubai). A South African–born Austrian citizen, Victor holds two master’s degrees from IMC Krems in International Business & Economic Diplomacy and Digital Business Innovation & Transformation.
