National Disability Action Plan 2022-2030 - scientific monitoring and evaluation

The National Action Plan on Disability 2022–2030 (NAP-Disability II) is Austria's disability policy strategy for implementing the UN Convention on the Rights of Persons with Disabilities (UN CRPD). To achieve the full and effective participation of people with disabilities in Austria, the federal and state governments have defined nearly 300 goals to be implemented through 375 measures.

Together with colleagues from the Institute for Austrian and European Labor Law and Social Law, we will evaluate NAP-Disability II over a project period of nearly six years, concurrently examining the extent to which the measures have been implemented and the goals achieved.

The evaluation is based on five integrated components:

  1. Participation
    The practical implementation of the evaluation design is supported by several participatory structures that ensure continuous exchange with advocacy groups, ministries, federal states, and subject matter experts. Additionally, focus groups with self-advocates capture the immediate perspective of those affected regarding the effectiveness of NAP-Disability.

  2. Coherence Check
    Based on the impact model, the logical connections between measures, (impact) goals, and the implementation of the UN CRPD are analyzed. This systematically examines whether the chosen measures in NAP-Disability II and (impact) goals coherently contribute to the implementation of the UN CRPD in accordance with the initial situation.

  3. Prioritization of Objectives and Development of Indicators
    The development of indicators is based on the coherence check. After prioritizing the most important (impact) goals, scientifically grounded (impact) goal indicators are developed that allow for valid measurement of the achievement of (impact) goals and thus the implementation of the UN CRPD and its subfields.

  4. Assessment of Implementation Progress
    The annual assessment of implementation progress captures the status of the measures and the degrees of (impact) goal achievement. It serves as the central monitoring mechanism and enables an evidence-based evaluation of progress.

  5. Process Evaluation
    The process evaluation retrospectively analyzes the development process of NAP-Disability II, focusing on stakeholder participation and the integration of recommendations from the evaluation of NAP-Disability I. Based on this, well-founded recommendations for the future development of NAP-Disability will be provided.

Overall, the results of the accompanying evaluation are intended to serve as a basis for decision-making regarding the future implementation and process design, as well as the substantive further development of NAP-Disability III.
