What drives government decisions in an increasingly interconnected world?

Why do some EU countries welcome foreign investors with open arms, while others put up barriers? Why do certain universities in Europe charge international students’ steep tuition fees, while others remain free? And why do some governments eagerly establish Special Economic Zones, while others hold back?

This course addresses these puzzles by posing a larger question: what drives government decisions in a globalized world? Students explore how politics, economics, and institutions intersect to shape policies that affect trade, investment, education, and development.

Through case studies, debates, and real-world examples, we will uncover why policies differ across countries, even within the EU, and what these differences mean for businesses, international organizations, and diplomacy.

The course is designed for those who want to understand and influence policymaking in today’s interconnected world. Whether you’re aiming for a career in international organizations, NGOs, government, or EU institutions, this course will sharpen your ability to analyze policy choices and their global consequences.
