The New Politics of Tax Administration
The second in the series, on "The new politics of tax administration", brought Prof. Jeffrey Owens together with David A. Harnett, former Permanent Secretary for Tax at HM Revenue and Customs (HMRC). Dave has led a distinguished career in the HMRVC ( the UK revenue service) and retired from his position as the permanent secretary of the department in July 2012.
The debate focused on the political economy of tax reform. the need for tax administrations to get the right balance between service and enforcement ,the changing relationship between taxpayers and tax administrations and changing attitudes towards aggressive tax planning.
