In summer 2023, the Federal Ministry for Climate Protection (BMK) submitted the draft of the revised Austrian National Energy and Climate Plan (NECP) to a public consultation. More than 1000 proposals were received on how to close the remaining gap to the EU target – a 35% reduction in greenhouse gas emissions in the non-emissions trading sector by the year 2030 (reference year 2005). As part of a project team under the leadership of Climate Change Centre Austria (CCCA), the Institute for Law and Governance is involved in the scientific evaluation of the proposed measures. This evaluation looks at the effectiveness of the proposed measures with regard to the objectives of the NECP, in particular GHG emission reduction, energy efficiency and increasing the share of renewables, taking into account the avoidance of false lock-ins and maladaptation, and their feasibility. The resulting report is meant to serve the BMK as the basis for the final revision of the NECP by June 2024.
