Scientific evaluation of the Federal Act on the Promotion of Volunteering (Volunteering Act - FreiwG)

The Competence Center for Nonprofit Organisations and Social Entrepreneurship at the Vienna University of Economics and Business Administration is conducting a scientific evaluation of the Federal Act on the Promotion of Volunteering (Volunteering Act) on behalf of the Federal Ministry of Social Affairs, Health, Care and Consumer Protection. The aim of the study is to take stock and evaluate the impact of the Volunteering Act on voluntary engagement and its promotion. Furthermore, the objectives of the government programme to promote the public good, voluntary work, volunteering and civil society are also taken into account in this impact analysis. Furthermore, in cooperation with the University of Ljubljana, a comparison is made with the effectiveness of the Slovenian Volunteer Act.  


The evaluation is based on qualitative surveys in the form of interviews and focus group discussions with key stakeholders from areas of activity that are strongly characterised by volunteering. In a second step, a quantitative online survey of voluntary organisations will be conducted. This survey will be very broadly based in order to ensure the greatest possible participation through a snowballing process and to cover the diversity of volunteer organisations as well as possible. From this, the already observable impacts of the Volunteer Act for central stakeholders will be determined and compiled in an impact model. In addition, recommendations for action will be derived to further improve the effectiveness of the law
