​​Who supervises a driverless fleet? A control-room Business Model for Frequentis in Autonomous Vehicle Supervision​

EXECUTIVE SUMMARY 

Frequentis AG builds communication and information systems for safety-critical control centres in air traffic management, public safety, defence, and transport. As Level 4 vehicles begin to operate without a driver on board, human oversight does not disappear — it moves into the control room. This project assessed whether that emerging supervision layer can become a defensible business for Frequentis, and under which conditions. 

Goal 

The objective was to define a viable first business model for Frequentis in autonomous vehicle supervision: assessing legislative and market conditions across key European segments, clarifying who carries buyer responsibility, comparing alternative product and monetisation logics, and identifying the most promising entry point for a pilot. The guiding question was not how vehicles drive themselves, but who governs and supervises them once they do. 

Methodology 

The analysis combined secondary research on regulation, competitors, and deployment evidence with Business Model Canvas scenario analysis, a structured evaluation of seven candidate industries, and a working prototype. Two solution spaces: fleet supervision and area approval, were compared across platform-sale, subscription, and managed-service logics, and validated through expert interviews with Vienna Airport and DB Schenker. 

Results 

Germany is currently the only near-term reference market: the AFGBV makes a certified control room a legal prerequisite for a Level 4 permit, with a full EU framework expected by 2027. The decisive open variable is the supervisor-to-vehicle ratio, economically viable only near ~1:20, and no credible incumbent yet owns the manufacturer-independent supervision layer above the vehicle. The recommendation is a platform led fleet supervision offer entering through airport ground mobility, with ports/terminals and public transport as parallel options, and Frequentis’ aviation-grade auditability and B2G relationships as a moat. The next phase is buyer validation, confirming purchase intent and data access before committing to a pilot.
