How does digital business opportunities strike in the classical education market with public money allocations?

EXECUTIVE SUMMARY
Festo Didactic's digital learning business in the B2G education sector remains structurally limited despite an established technical education portfolio: online sales revenue is stagnant, license renewals contribute little, and most public-sector revenue still flows through traditional tenders and project-based sales rather than recurring digital subscriptions. This working paper analyses the global digital education market, identifies the structural barriers preventing Festo from scaling its digital offering in public institutions, and translates these findings into a concrete strategic model and a continuous competitive intelligence process.
Goal
The project aims to define a viable strategy for Festo to scale its digital business in the public education sector, where stagnant online revenue and unstable license renewals currently limit growth. To this end, the global market potential and competitive landscape are assessed, key barriers to scaling in the B2G segment are identified, and a Business Model Canvas is developed to sharpen Festo's strategic positioning. A continuous competitive intelligence process is further proposed to secure these gains over time.
Methodology
The analysis is based on secondary research, scoped to the B2G segment as Festo's strategic focus. Market potential is assessed using the TAM/SAM/SOM framework, narrowing the global digital TVET opportunity down to a realistic, technically-aligned and institutionally relevant target for Festo. Regional B2G dynamics are examined across four priority geographies, Europe, the Americas, South-East Asia and Africa, covering public funding structures, budget authority, procurement processes and LMS provider activity. A structured competitor benchmarking, covering business models, pricing and go-to-market strategies, positions Festo against direct and indirect competitors along two dimensions: industrial specialisation and digital platform scalability. Scaling barriers are derived through a PEST analysis applied to the regional findings, and a four-phase Comparative Competitive Intelligence (CCI) process is designed to sustain these insights beyond a single analytical snapshot.
Results
Within the global EdTech market, the digital TVET segment relevant to Festo represents a Serviceable Obtainable Market of approximately USD 374 million, reflecting a realistic niche position rather than mass-market EdTech ambitions. Competitive benchmarking places Festo in a distinct strategic cluster alongside Siemens, Bosch Rexroth and SMC, combining high industrial specialisation with growing digital scalability; Siemens SITRAIN is identified as the most significant competitive threat due to its scale and institutional brand authority in European TVET. Four recurring structural barriers constrain Festo's ability to scale digital revenue: procurement fragmentation across thousands of independent budget holders, domestic preference regimes disadvantaging foreign vendors in seven of twelve analysed markets, public budget instability driven by non-carryover annual cycles and time-limited recovery funding, and compounding technical and regulatory compliance requirements, including LMS interoperability standards and the EU AI Act. Markets such as Brazil, China and Vietnam combine three or more high-intensity barriers and are recommended for channel-partner-only entry, while the United Kingdom and Romania present the most accessible near-term opportunities. The resulting Business Model Canvas positions Festo around a hardware-agnostic, full-service digital offering, sold primarily through framework agreements, channel partners and cross-selling into the existing hardware customer base, supported by multi-year institutional contracts to stabilise license renewals. Short-term recommendations centre on publishing transparent institutional pricing and documented LMS compliance, activating the existing hardware customer base for digital cross-selling, and establishing an internal competitive intelligence function to operationalise the proposed CCI process.
