Europe's New Defense Tech: Mapping the New Investment Frontier in Dual-Use & New Defense

EXECUTIVE SUMMARY
Europe is at a historic strategic inflection point. Defense budgets are surging, supply chains are fracturing, and the continent is waking up to dangerous technological dependencies. Yet Europe captures only ~5% of global private deep-tech defense investment despite world-class research institutions. The gap between Europe's technological potential and its commercial execution is not a weakness — it is an arbitrage opportunity. Projekt Athene set out to map exactly where that opportunity lies, and which companies are best positioned to capture it.
Goal
The goal of the project was to identify and evaluate concrete investment opportunities for B&C Industrie Innovation Investments in the European New Defense and Dual-Use technology space. The project aimed to move beyond macro-level market analysis toward actionable, validated investment theses — grounded in primary research, expert interviews, and startup due diligence across four priority technology domains.
Methodology
The team conducted 20 in-depth expert interviews across 90+ outreach contacts, spanning defense ministry officials, NATO-adjacent venture capitalists, quantum physicists, cybersecurity executives, startup founders, and Big Four advisors. This primary research was complemented by structured secondary analysis drawing on sources including McKinsey Quantum Monitor 2025, NIST PQC Standards 2024, EU Quantum Flagship 2025, NATO Quantum Strategy 2024, World Economic Forum Global Cybersecurity Outlook 2026, and Dealroom Tech Reports. Four technology domains were analyzed in depth: Quantum Technologies, Advanced Manufacturing & Dual-Use Materials, AI & Decision Intelligence, and Cybersecurity.
Results
The research confirmed a structural — not cyclical — defense and dual-use investment boom in Europe, driven by rising NATO budgets, the EU's €860B defense commitment, and accelerating sovereign technology mandates. Four cross-cutting investment insights emerged:
Commercial first, defense second — civil customers validate technology; defense contracts follow proven use cases
Integration beats innovation — winning products embed into existing systems and procurement workflows, not alongside them
Regulation is a moat — NIS2, DORA, EUCC, and PQC mandates create forced, non-discretionary demand that protects well-positioned incumbents
Europe's friction is the opportunity — slow institutions and valuation discounts create entry points unavailable in the US market
Nine high-potential startups were identified across the four domains: LuxQuanta and zerothird in Quantum Communication; Headmade Materials, Fieldmade, and SAEKI in Advanced Manufacturing; ARX Robotics and constellr in AI & Decision Intelligence; and Unosecur and Muse Electronics (Backbone) in Cybersecurity. The strongest investment cases sit at the intersection of civilian scalability, defense relevance, and European technological sovereignty.
