In summer 2023, the Federal Ministry for Climate Protection (BMK) submitted the draft of the revised Austrian National Energy and Climate Plan (NECP) to a public consultation. More than 1000 proposals were received on how to close the remaining gap to the EU target – a 48% reduction in greenhouse gas emissions in the non-emissions trading sector by the year 2030 (reference year 2005). As part of a project team under the leadership of the Climate Change Centre Austria (CCCA), the Research Institute for Urban Management and Governance was involved in the scientific evaluation of the proposed measures. This evaluation looked at the effectiveness of the proposed measures with regard to the objectives of the NECP, in particular GHG emission reduction, energy efficiency and increasing the share of renewables, and their feasibility. The report was presented to the public at a press conference on 28 February 2024. Its findings will be discussed in more details in two stakeholder workshops and will ultimately serve the BMK as a basis for the final revision of the NECP by June 2024.
