Brownbag Lunch Lecture Univ.-Prof. Dr. Markus P. Beham, LL.M. (Columbia)

23/03/2026

On 12 March, we welcomed Univ.-Prof. Markus P. Beham (Europa-Universität Viadrina Frankfurt (Oder) at the Institute of International for the Internationalization of Law at WU Vienna, where he delivered a guest lecture as part of a Brown Bag Lunch. In his excellent presentation, he addressed current challenges relating to the responsibility of international organizations, with a particular focus on the case of UNRWA and 7 October 2023.  Referring to recent controversies, including allegations involving UN personnel in connection with the 7 October attacks in Israel, he highlighted the legal and structural difficulties in holding international organizations accountable under existing frameworks of international law. In particular, he discussed the limited avenues for redress, noting that private individuals cannot bring claims against international organizations before the International Court of Justice, as well as the broader institutional and political constraints that complicate accountability. The lecture was met with strong interest from students, who engaged actively in the discussion.
