The third edition of “EU External Relations Law: Text, Cases and Materials” was presented at a book launch in Budapest on 8 October 2026.

The third edition of “EU External Relations Law: Text, Cases and Materials”, edited by Ramses A. Wessel (University of Groningen) and Joris Larik (Leiden University), was presented at a book launch in Budapest on 8 October 2026. The hybrid event was hosted by the Institute for Legal Studies of the ELTE Centre for Social Sciences. The launch brought together academics, legal practitioners and policymakers to discuss the book’s contribution to the study and practice of EU external relations law. LawGov’s Tamás Molnár, who co-authored the chapter on “The EU and International Law” with Ramses Wessel, took part in the event as a moderator and a discussant, contributing to insightful exchanges on contemporary developments and challenges in EU external relations law.

Against a backdrop of growing geopolitical uncertainty and a changing international legal order, the new edition explores recent developments in EU external relations law, including strategic autonomy, sanctions, international partnerships and constitutional reform. Published by Hart Publishing, the volume provides a comprehensive examination of the legal framework governing the European Union’s (EU) external relations, bringing together relevant provisions of the EU’s founding Treaties, legislation, case law and institutional practice. Next to addressing cross-cutting legal and institutional questions, such as the EU’s external competences and the relationship between EU law and international law, the book also examines key areas of EU external action. These include trade, security and defence, environmental protection, the area of freedom, security and justice, and enlargement.
