Inhalte der LV:

In an increasingly globalised and networked world, the division of tasks between the private, public and non-profit sectors, the underlying institutional framework conditions and also the specific public services are changing. Private or non-profit organisations are increasingly taking on public tasks, increased deregulation is opening up new scope, and multiple network organisations or other forms of co-production are gaining in importance. The result is a diverse and complex organisational landscape that poses new challenges for the management of individual organisations and at the same time brings questions of overall management - governance - to the fore.

The course is dedicated to these issues, particularly with regard to efficient and effective management concepts and instruments, and includes the following content, among others:

  • Functions and tasks of the public and non-profit sector
  • Theoretical foundations
  • Types of administrative and governance systems
  • Constitutive decisions (legal forms, optimal depth and breadth of services, forms of independence and outsourcing, privatisation, PPPs, etc.)
  • Business management characteristics and special features of the management of public and non-profit organisations
  • Management via performance and impact targets
  • Accountability
  • Size and framework conditions of the public and non-profit sector in Austria
  • Current practical examples and case studies
Lernergebnisse (Learning Outcomes):

The aim of the course is to provide students with a sound knowledge base on central concepts, developments and trends with regard to the various forms of public service provision. Students learn about the specific framework conditions for managing public and non-profit organisations, discuss challenges for the use of effective management and control instruments, and apply these to specific practical examples.

After completing this course, students will be able to

  • Explain the theoretical foundations and approaches of public and nonprofit management and apply them to specific problems;
  • Systematically describe administrative and governance systems;
  • Describe the size and framework conditions of the public and non-profit sector in Austria as well as the functions and tasks of the public and non-profit sector;
  • analyse special features of the governance of public and non-profit organisations;
  • analyse and evaluate constitutive decisions in public and non-profit management;
  • apply the possibilities of management via performance and impact targets in a context-specific manner.

 

 

This course also promotes the following skills in students:

  • efficient working and communicating in teams;
  • critical thinking and argumentation;
  • written and oral communication and presentation skills;
  • transfer of conceptual knowledge to practical problems.
Regelung zur Anwesenheit:

Attendance of 80% is required for the dates listed in the eVVZ.

In the event of absence from a course for an important reason, a maximum of 20% of the total duration of the course may be missed. In the case of cumulative absences of more than 20%, the course must be repeated. Confirmation of the absence (e.g. medical certificate) must be submitted.

According to WU's examination regulations, important reasons are all those that are beyond the student's control (illness, accident, death of a close relative). Professional obligations are not considered an important reason within the meaning of the examination regulations, as these are at the student's discretion.
Lehr-/Lerndesign:

In order to achieve the learning outcomes, various forms of teaching and learning are combined, such as specialised lectures, reading assignments, discussions and presentations, written performance assessments and case studies:

  • Lectures are used to convey the course content, which is then discussed and reflected on with the students;
  • Selected literature on the individual topics is made available at the beginning of the course and is used to prepare and review the content as well as to prepare for examinations;
  • In the form of case studies and group work, students work on specific questions relating to typical problems in the field on the basis of the reference literature or develop and/or evaluate approaches to solutions, taking into account selected concepts and theories;
  • Student contributions and intensive discussions promote the students' ability to reflect and argue;
  • written performance assessments ensure that students have applied the basic knowledge required for the advanced courses and can successfully apply this knowledge to conceptual and practical issues.
Leistung(en) für eine Beurteilung:
  • Performance test (individual) as a prerequisite for participation
  • Final written examination (individual), 40% of the overall grade
  • Presentation and written analysis of a case study (group), 30%
  • Presentation & handout as part of the "flipped classroom" concept (group), 30%
  • 10% for the tasks in/before units 2,3,5

100-87.5 Very good

87-75 Good

74.5-62.5 Satisfactory

62-50 Sufficient

49.5-0 Not sufficient

  • Registration in LPIS under the course number "4798 Entry into the SBWL Public and Nonprofit Management"
    Upload your application documents (curriculum vitae and 1-page letter of motivation) by 05.02.2024 at 23:55 at the latest on canvas in the task area of LV 4798. Please upload your documents summarised in a pdf document.
  • Positively completed performance test: 24h-Take-Home-Exam (06.FEB.2024, 10:00 am to 07.FEB.2024, 10:00 am)
  • For incoming students, who are only for one semester at the WU, and who cannot complete the whole SBWL, the admission test does not has to be done
