Biographical Sketch

  • Professor of public law, environmental law, public and urban governance

  • Head of the Institute for Law and Governance

  • Co-head of the Research Institute for Urban Management and Governance

  • Vice-president of the Austrian Constitutional Court

  • Former chair of the Independent Environmental Senate and working member of the European Forum of Judges for the Environment (2004-2013)

Fields of Research and Research Interests

Environmental, planning and infrastructure law

Globalization, multilevel policy, urban governance

Current research deals with issues of urban development and sustainable energy supply; smart cities; waste management law; environmental impact assessment; EU trade law, trade liberalization and the provision of public services
