Safeguarding good quality of home care services

Evaluation of the care experts’ survey toolkit in the context of the Viennese Home Care Supervision

Home care services facilitate dependent people’s everyday life, especially when it comes to household, personal hygiene, cooking meals and small provisions. In 2009 21,590 Viennese utilised home care services (FSW 2010: 26). According to law, institutions which offer home care services were subject to official supervision conducted by the public authority at the provincial level. On the one hand, the institution had to undergo a quality check – here especially organizational structures and processes were tested for suitability. On the other hand quality of home care service was evaluated from the care-recipients point of view. The basic conditions of home care supervisions have changed and require an adaptation of the survey tools. (“checklist”). Furthermore, no scientific evaluation of the evaluation toolkit had been carried out so far.

Against this background, the project aimed to reviewing the currently used survey toolkit of the Viennese Home Care Services Supervision and to developing it further with a specific emphasis on home care recipients’ perceptions.
